Zay Flowers, WR, Baltimore Ravens: The 23-year-old was quickly able to establish himself as the top target for quarterback Lamar Jackson last season, despite it being his rookie season. Flowers commanded a 24% target share, leading the Ravens in air yards and target share while going over 1,000 receiving yards in 18 games. He had another offseason to improve his chemistry with Jackson, which should lead to a full breakout campaign.

“He had double-digit targets in five games last year but four or fewer targets in five other games, and erasing the latter is what it’s going to take for him to reach his ceiling,” White told SportsLine. “The Ravens don’t have a receiver capable of threatening him for alpha targets, and the hope is that the presence of Derrick Henry will open things up in the passing game and lead to a breakout season for Flowers.”

James Cook, RB, Buffalo Bills: Cook improved after Joe Brady took over as Buffalo’s offensive coordinator, averaging 19.6 touches and 104.3 total yards per game from Weeks 11-18. He only played more than 60% of the snaps twice during that stretch, but he still posted excellent numbers. While his touchdown numbers were a concern, Cook led Buffalo’s running backs with a 48.1% snap rate in the red zone over the final seven games of the season.

“The great thing about Cook is that he seemed to be the featured weapon in the offense once Joe Brady took over as OC, with his best Fantasy performances coming late in the year.
